How would a blind person communicate with a deaf-mute person? Think about it...
This special character set bridges the communication gap, not only between the blind and deaf-mute but also between the disabled and the general audience. A language system, based on couple-dance, where every word is performed by a "speaker" and followed by a guided "listener".
Speed and strength of movement allow for intonation. Each performed phrase is not only understood by the listener but can also be deciphered by bystanders.
Now a deaf-mute and a blind person can go and see an exhibition. One listens, the other one sees and then they exchange their experiences while dancing...
